{"id":2616,"date":"2020-06-24T03:32:43","date_gmt":"2020-06-24T03:32:43","guid":{"rendered":"https:\/\/amautaenlinea.com\/blog\/?p=2616"},"modified":"2020-06-24T03:32:45","modified_gmt":"2020-06-24T03:32:45","slug":"proponen-ante-el-congreso-declarar-en-emergencia-el-sistema-educativo-y-cambiar-el-curriculo-escolar","status":"publish","type":"post","link":"https:\/\/amautaenlinea.com\/blog\/proponen-ante-el-congreso-declarar-en-emergencia-el-sistema-educativo-y-cambiar-el-curriculo-escolar\/","title":{"rendered":"Proponen ante el congreso declarar en emergencia el sistema educativo y cambiar el curr\u00edculo escolar"},"content":{"rendered":"\n<p>Mediante un proyecto de ley, los congresistas Javier Mendoza y Rub\u00e9n Ramos Zapana (Uni\u00f3n Por el Per\u00fa) proponen declarar en emergencia el sistema educativo y conformar una Comisi\u00f3n Especial para modificar y derogar varias normas vigentes<\/p>\n\n\n\n<p><strong>Los congresistas Javier Mendoza y Rub\u00e9n Ramos Zapana (Uni\u00f3n Por el Per\u00fa) presentaron hoy una iniciativa para \u201cdeclarar en emergencia el sistema educativo\u201d por 12 meses y proponer su \u201creforma integral\u201d, a trav\u00e9s de una serie de modificaciones y derogatorias de las normas vigentes. Algunas de estas regulan la aplicaci\u00f3n del Curr\u00edculo Nacional de Educaci\u00f3n B\u00e1sica y de la reforma universitaria.<\/strong><\/p>\n\n\n\n<p>A trav\u00e9s del proyecto de ley N\u00ba05581\/2020-CR, los parlamentarios buscan la creaci\u00f3n de una Comisi\u00f3n Especial Multisectorial de Emergencia Educativa para que \u2013en el plazo de seis meses\u2013 elabore el \u201cProyecto de Reforma Integral del Sistema Educativo Nacional\u201d, el cual debe contemplar las siguientes medidas.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Reforma integral del curr\u00edculo escolar \u201ccon contenido cient\u00edfico, soberano, c\u00edvico e intercultural, acorde a las necesidades propias de nuestra realidad social\u201d. Esta gu\u00eda pedag\u00f3gica fue el objetivo de varios grupos conservadores y religiosos en los \u00faltimos a\u00f1os debido a su enfoque de igualdad g\u00e9nero, el cual fue ratificado por la Corte Suprema en el 2019.<\/li><li>Derogatoria o modificaci\u00f3n de la Ley General de Educaci\u00f3n (N\u00ba28044), la Ley de Reforma Magisterial (N\u00ba29944), Ley de Contrato de Servicio Docente y otras disposiciones (N\u00ba30238), y la Ley Universitaria (N\u00ba30220). Sin embargo, no precisaron cu\u00e1les ser\u00edan los cambios o derogatorias correspondientes.<\/li><li>Creaci\u00f3n de un servicio rural y urbano marginal (Serum) educativo, como requisito previo al ejercicio profesional docente. Esto se aplica actualmente en el servicio de salud.<\/li><\/ul>\n\n\n\n<p>La comisi\u00f3n de emergencia educativa, de acuerdo con la propuesta, deber\u00eda estar conformada por 11 miembros; entre ellos, representantes de las universidades p\u00fablicas y privadas, de los padres de familia, en incluso de la propia Comisi\u00f3n de Educaci\u00f3n.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"871\" height=\"1024\" src=\"https:\/\/amautaenlinea.com\/blog\/wp-content\/uploads\/2020\/06\/emergencia-sistema-educativo-871x1024.jpg\" alt=\"\" class=\"wp-image-2618\" srcset=\"https:\/\/amautaenlinea.com\/blog\/wp-content\/uploads\/2020\/06\/emergencia-sistema-educativo-871x1024.jpg 871w, https:\/\/amautaenlinea.com\/blog\/wp-content\/uploads\/2020\/06\/emergencia-sistema-educativo-255x300.jpg 255w, https:\/\/amautaenlinea.com\/blog\/wp-content\/uploads\/2020\/06\/emergencia-sistema-educativo-768x903.jpg 768w, https:\/\/amautaenlinea.com\/blog\/wp-content\/uploads\/2020\/06\/emergencia-sistema-educativo.jpg 980w\" sizes=\"auto, (max-width: 871px) 100vw, 871px\" \/><\/figure>\n\n\n\n<p>El congresista Ramos Zapana es miembro de este grupo de trabajo parlamentario. En las sesiones recientes, se mostr\u00f3 muy cr\u00edtico sobre la reforma universitaria y el rol de la Superintendencia Nacional de Educaci\u00f3n Superior Universitaria (Sunedu).<\/p>\n\n\n\n<p>Adem\u00e1s, refiri\u00f3 que se hab\u00eda \u201csatanizado\u201d la iniciativa legislativa de constituir una instancia superior a la Sunedu, el Consejo Nacional de Asuntos
